The office of Loudon County Homeland Security and Emergency Management has two full-time staff positions, the Director and the Administrative Assistant.
The office of Loudon County Homeland Security and Emergency Management has two full-time staff positions, the Director and the Administrative Assistant.

Mr. D. H. Smith, Director
This position is appointed by the Loudon County Mayor. The Director position is responsible for the overall operation of the Loudon County Homeland Security and Emergency Management. This position coordinates the management of emergencies affecting Loudon County citizens as needed and procures resources for the emergency agencies to meet specific needs.
The Director must meet the training and qualifications as specified by the State of Tennessee through TEMA. The Director is the point of contact for grants derived through Homeland Security, FEMA and TEMA. The Emergency Operations Center for the county falls under the Directors authority as well as the participation in DOE, TVA, and local industry exercises. Relocation shelters as coordinated with the American Red Cross are opened as needed.

Ms. Kelli Branam, Administrative Assistant
This position reports directly to the Loudon County Homeland Security and Emergency Management Director. The position is responsible for record keeping, correspondence, and communications. The assistant must maintain certifications in various emergency management courses, computer competence, on-scene support, and EOC operations. The position creates identification cards for all county law enforcement, firefighters, emergency medical and first responders and maintains that data base. The assistant works closely with the Director and all emergency services personnel for Loudon County.
